Cultivating Equity and Representation in Every Project

Cortex is dedicated to fostering diversity and inclusion within our construction projects as part of our responsibilities in the Tax Increment Financing (TIF) District of the City of St. Louis. We adhere to city mandates designed to ensure the participation of Minority-Owned and Women-Owned Business Enterprises (MBEs and WBEs) and to promote workforce diversity.

Key Inclusion Goals

 

Mayor’s Executive Order #28 requires 25% participation by MBEs and 5% by WBEs in all contracts and purchases, as monitored by the St. Louis Development Corporation (SLDC).
 

St. Louis City Ordinance No. 69427 governs projects exceeding $1 million. For those, our workforce diversity goals include:

  • 25% labor hours by minorities
     
  • 5% labor hours by women
     
  • 20% labor hours by City residents
     
  • 15% labor hours by apprentices in approved programs

These initiatives are enforced and facilitated in collaboration with the St. Louis Area Agency on Training and Employment (SLATE), ensuring compliance and coordination with City of St. Louis Ordinance No. 70767, and amending Ordinance No. 69427, across our projects.

Cortex remains actively engaged with SLDC and SLATE to not only meet but exceed these standards, further embedding diversity and inclusion within our community's framework.
